This is happening with me now despite having worked in the past.
spotDL version 4.0.0
windows 10 home 10.0.19045 N/A Build 19045
command run: spotdl download https://open.spotify.com/playlist/3DGjcrd1sj9jBrJBZ6kCAA?si=c12e0f36cd494507 --print-errors

pip instal spotdl -U

pip3 and pip assuming you are py3 are same
