Can someone explain the arrows on the weather battle report. I thought it was wind. Orientation = wind direction. Number of arrows = wind strength.
Unless I am imagining things it always seems to be 2 arrows.
The attached picture is of a battle in fog with 0 wind. Now I am even more confused!

It shows wind direction but not wind strength. When the wind strength is 0, I believe it just shows the previous wind direction. But it always shows a direction even when there's no wind.
