only way to find out is to start scrubbing
give it a good clean with some isopropyl alcohol and see how you go
if it's battery acid, you might want to try vinegar. you can probably look up a solution online for removing battery acid
solution as in mixture
It doesn't look too bad to me. The most important thing is whether any copper on the PCB has been eaten through. You'll also need to reattach the battery wire.
This particular soldering task isn't too difficult. I recommend getting a basic iron and practice kit. If you can complete the practice kit, you're more than ready to fix that wire.
