How does raising a character BEM work exactly? Do they start at phase 3?

How do you get other characters on such a BEM?

And does a char skip phase 4 if it only has a phase 5 slot?

I don’t have one personally but from what I have seen on the server they start at stage 3 for the ones that are on the dim without doing adventure , and then you can unlock other characters and advanced forms from doing adventure
