#legion 7 16irx9 fan cleaning questions.

Hello Everyone! I hope you are doing great!

Model: Legion 7i 9th gen 16irx9
Temps:
-Idle-> around 76 celcius
-Gaming-> around 98 Celsius in performance mode, if I put the fans at max in custom mode i can get around 8 degrees less.

So I have had this Legion for about 7 months now. and I feel is running a bit hot and the fans look a bit dusty, so I wanted to do the typical maintenance I do every 6 months. I haven't done it to this model yet.
I know how to do the procedure and I have done it many times in my previous Legion 5i pro.

I have to main doubts:
-First, I have heard that many Legion Models already come with Phase changing thermal pads, so is not necessary to re-paste, how do I know if my model has one? and in case in comes with the PCM pads, is there a different way to approach the cleaning of the fans? because previously how I always re-pasted after I cleaned the fans I just removed the heat-sink and gave a good clean to the fans with brushes and compressed air and then put new thermal paste.
but with the thermal pads i guess I need to reapply it too if i remove the heat-sink? is there a better approach?

-Also question that has bother me for a long time because I have heard conflicting answers about it. when cleaning the fans with compressed air, do you let them spin or should I hold them while blasting them with air?
Because again, Have heard conflicting answers, and my previous legion had a fan die out of nowhere, I don't know if that had anything to do with it. it was 3 years old and I use it for 3D animation and rendering. so maybe it was just natural death haha.
