#Laptop seemingly stuck in low power mode after using USB-C charging

Model: Legion 5 Pro Gen 6 AMD (16”) with RTX 3070, Ryzen 5800H, 32 GB RAM
Describe the issue: General low performance in gaming, seems like it might be running in lower power mode
What have you tried already?: Checking all power settings, reinstalling Nvidia drivers, virus scan
When did it start producing the issue: Monday, after returning from travel
Did you install new drivers or software?: Not when problem started, did update and then reinstall drivers as part of troubleshooting. No other new software installs.

My laptop is on my desk 99% of the time, running in High Performance mode using the full 300W brick. I had to travel recently, so instead of the taking the full brick cord I just used a 65W USB-C charger. I got the usual warnings that I was using an underpowered charger, but I didn't need it for gaming so slower charging and running in Balanced or Quiet mode was fine for me.

But then I got back home and went back to the brick and High Performance mode but it seems like something's off. Games like Helldivers and Ghost of Tsushima that were getting me 60 fps with native res, high settings, and Balanced DLSS are getting like 20-25fps with same settings.

I didn't manually change any subsettings besides just switching back from Balanced to High Performance, but based on the timing I'm suspicious that some setting got switched to power saving and it didn't switch back.
