#CPU stuck at minimal frequency 1.5Ghz. CPU frequency come back when re-plugging charger.

Initial state: Turn on PC with plug
Second state: Boot into window frequency were still OK.
Thirds state: Suddenly frequency drop until 1.5Ghz with PLUG. I don't know what happen. Maybe some software controlling it.
Four state: Frequency came back to normal after I re-plug the charger.
