This document proposes replacing fixed salaries and subjective peer evaluation with a Council Merit Point (CMP) system that rewards Council members based on their measurable contributions to the DAO.
Points will be earned through governance participation, community engagement, and strategic outcomes, which can then be converted into ILV token bonuses from the treasury.
