While I hope this is just a short term problem the wait times in Arena at the moment are too long. Depending on the time of day it is taking upto 20mins for a game to begin. What I think would be a good idea is to allow overworld gameplay while we wait.

I agree. It's a good idea. I also wrote a feedback about this. And even if it is necessary now because it takes too long to wait in line, then in the future it will still be more convenient. Example: battleground in wow. I always did this, registered on BG and went about my business in the game.
