Allow F2P players one free stage 1 run a week. One free stage 2 every month.
To exclude bots you make a minimum requirement on the account.
Stage 1 req: Must be level 25, and obtain all tier 0 illuvials.
Stage 2 req: Must be level 50 and obtain all tier 1 illuvials.
This will create an incentive gameplay loop for F2P players.
