Keep it Simple:

Orbs can be separated into Affinities: Example Tier 3 stage 1 waterorb can be applied to only a tier 3 water illuvial.

Example: Tier 3/Stage 2 water orb = 2% stat boost to a slappins/slashins/stabbin attack speed.

Tier 1 Illuvials:

Burn a Tier 1 Stage 1 Illuvial → Get a Tier 1 Stage 1 Orb that boosts a stat by 1%.
Burn a Tier 1 Stage 2 Illuvial → Get a Tier 1 Stage Orb that boosts a stat by 2%.
Burn a Tier 1 Stage 3 Illuvial → Get a Tier 1 Stage 3 Orb that boosts a stat by 3%.

Tier 2 Illuvials:

Stage 1: Burn a Tier 2 Stage 1 Illuvial → Get a Tier 2 Stage 1 Orb that boosts a stat by 1%.
Stage 2: Burn a Tier 2 Stage 2 Illuvial → Get a Tier 2 Stage 2 Orb that boosts a stat by 2%.
Stage 3: Burn a Tier 2 Stage 3 Illuvial → Get a Tier 2 Stage 3 Orb that boosts a stat by 3%.

Tier 3 Illuvials:

Stage 1: Burn a Tier 3 Stage 1 Illuvial → Get a Tier 3 Stage 1 Orb that boosts a stat by 1%.
Stage 2: Burn a Tier 3 Stage 2 Illuvial → Get a Tier 3 Stage 2 Orb that boosts a stat by 2%.
Stage 3: Burn a Tier 3 Stage 3 Illuvial → Get a Tier 3 Stage 3 Orb that boosts a stat by 3%.

Tier 4 Illuvials:

Stage 1: Burn a Tier 4 Stage 1 Illuvial → Get a Tier 4 Stage 1 Orb that boosts a stat by 1%.
Stage 2: Burn a Tier 4 Stage 2 Illuvial → Get a Tier 4 Stage 2 Orb that boosts a stat by 2%.
Stage 3: Burn a Tier 4 Stage 3 Illuvial → Get a Tier 4 Stage 3 Orb that boosts a stat by 3%.

Tier 5 Illuvials:

Stage 1: Burn a Tier 5 Stage 1 Illuvial → Get a Tier 5 Stage 1 Orb that boosts a stat by 1%.
Stage 2: Burn a Tier 5 Stage 2 Illuvial → Get a Tier 5 Stage 2 Orb that boosts a stat by 2%.
Stage 3: Burn a Tier 5 Stage 3 Illuvial → Get a Tier 5 Stage 3 Orb that boosts a stat by 3%.

Summary
Each Tier/Stage determines the percentage boost a shard provides:
Stage 1 Orb boost a stat by 1%.
Stage 2 Orb boost a stat by 2%.
Stage 3 Orb boost a stat by 3%.

Just to be clear, each stat would have 1 "orb slot" which means you could burn 6 illuvials to receive 6 orbs to add onto 1 illuvial boosted each Stat (even if only slightly)

This would he "Equipable" or a permanent "bond"? (Like Illuvitar accessories)

You would Burn the orb thus gaining the 6% towards a stat on the illuvial. For the added "RNG' factor i would also make this stat that gains random. Making it "Equipable" or "bond" would defeat the purpose of useless nfts flooding the market.

Scenario: Burning 10 Tier 1 Stage 1 Water Illuvials with RNG Stat Boosts
Initial Setup:

The player has 10 Tier 1 Stage 1 Water Illuvials.
The player owns an Atlas (a Tier 1 Water Illuvial) that they want to enhance.
Burning Process with RNG:

The player decides to burn all 10 Tier 1 Stage 1 Water Illuvials.
For each Illuvial burned, the player receives a Tier 1 Stage 1 Water Orb.
Each Orb provides a 1% stat boost to a random stat. Possible stats include:
Attack Speed
Attack Damage
Resistance
Movement Speed
Health
Omega Power

10 Tier 1 Stage 1 Water Illuvials burned.
The player receives 10 Tier 1 Stage 1 Water Orbs.
Each Orb randomly boosts one of the available stats.

Applying Orbs to Atlas:

The player applies all 10 Orbs to their Atlas.
The resulting stat boosts are applied according to the RNG outcome.
Stat Boost Calculation with RNG:

Attack Speed: 2% boost (from 2 Orbs)
Attack Damage: 3% boost (from 3 Orbs)
Resistance: 1% boost (from 1 Orb)
Movement Speed: 3% boost (from 3 Orbs)
Health: 1% boost (from 1 Orb)
Final Outcome with RNG Factor
The player's Atlas receives a variety of stat boosts based on the RNG distribution:
