I think including this feature is a must have. From lore perspective, we have the tech for interstellar travel but forgot how to smelt ore? It can take some progress to unlock this, so they have time to study the new ores or something.
From gameplay perspective it's good too, gives a player the feeling that each run gets them closer to their goal, rather than hoping for RNG to hit the ore they need.
Only downside - we lose some % of trading fees from the reduced ore trades in exchange for a healthier gameplay.
