Make it 3 or more to fuse for the next level.
Top 3 are with whatever their experience is and any extra would be a set amount of experience.
Not sure if this would be a better system. But you would have more people catching more illuvial and then burning more illuvial.
The more illuvial you catch the more shards are needed. The more fuel is required. Or others can use the marketplace to buy illuvial. This would stimulate the market more, if you could use more than 3.
- Because of the limitation, there would be no need for you to capture more or buy more. Even if you were farming them to sell, since everyone would only need a few to fuse, this would create a large supply with lower demand. This is very bad economics and would hurt the game.
But without a cap on the fusing, you might see people capturing a lot of the same type or buying a lot of the same type.
This creates more of a demand.

The lower tiers only have so much illuvial, so eventually if you catch 9 you can fuse to the top. But you’d never need anymore than 9 (13 if you wanted one from each fusing level). But after that you would stop catching illuvial .
You might grind levels to get to the top but you wouldn’t need any more illuvial or shards for that matter.
But if you require more of them you’d probably continue catching them. Continue collecting shards and so forth.
Or hopefully you are creating a larger demand and a lower supply, so that people catch them and try to sell them.
