ICCP-X Adjustment to Committee Structure

Current Committee Structure:

• Committees with a maximum of 3 advisors.
  Proposed Change:
• Each committee will seat up to 5 advisors.
  Additional Change:
• Allow for the replacement, addition or removal of committee members mid-epoch at the discretion of the IMC.
  Rationale:
• Broader expertise and diverse perspectives.
• Avoid artificial exclusion of valuable advisors.
• Deeper knowledge base for informed decision-making.
• Flexibility with mid-epoch member replacements.

Why is this proposal required?
While reviewing committee nominees, it became apparent that we would be artificially limiting the DAO's access to valuable advisors through the maximum size of 3 for committees. It incurs no additional cost or effort for the DAO to have up to 5 advisors per committee. This was an oversight on our part while reviewing Gov V3, and this proposal rectifies the problem.

I don't think it should be seen in the same light as gov v2. The advisors play a much different role than the gov v2 sub-councils imo.
