My idea is this: to be able to get your 4 lands (2x2 megacity example) and be able to rotate each land before connecting all 4 (just imagine diablo 4 paragon boards rotating before connecting them -- and cant go back after connecting them unless you reset all to zero). This would be a fun and engaging gameplay to start your megacity plan, trying to make your fuel and element sites locations design the full map in a way to leave, for example, a lot of empty spaces for scanners, or simply make it look the way you prefer, not having a hydrogen pump completely hide an important site behind it.
