Keiren said the only reason why you can't capture illuviums in the OW is because they're trying to avoid people using BOT. But what if you can see them running in the OW hit them few times before you can fight them in the other dimension.

i think its because you don´t know whats inside. you need to scan or jump in to know it. if we see them running around the bot can chose what illuvial to go after. maybe they don´t tell us so we don´t wright a bot or something. (personal opinion)

You're referring to not being able to see the actual Illuvial in the Overworld, instead of having to shoot a Wake and scan it to see what you're fighting?
