And spawning tornadoes could lag depending on what map it is, does it happen on all maps or just modded ones with a lot of things in it? Could also happen on sandbox maps since if given some time to start destroying things, physics calculations aren't free 😕

Probably the tornado is leaving a lot of debris the game have to calculate. You can download a debris cleaner mod from the workshop, that probably will increase your performance significantly.
Personally I use this one:

But it doesn't work in multiplayer, if it doesn't adapt to your needs I suggest you to search in the workshop one that does, there's plenty of them :)
