The Game lauch but freeze in the menu when I play in a level it works fine. please help me

Also It writes "download starting" and stop every second

So maybe it's a problem with a mod

It's very likely to be a broken mod, right-click Teardown in the Steam Library and go Properties > Workshop and remove any mod that has 0 bytes and no preview icon.
