maybe restrict how much of the supplies needed to make it are available? or maybe when so much gets disseminated that the town security start looking and increasing threats of more stringent punishments this way you kind of control how much there is, but don't stop it?

If anyone wants to actually use the drug then first decide what the effect is.

Pathfinder 2e actually has canonical drugs so it's a nice place to reach for inspiration - for example Grit or Hype

Then based on that effect decide how prevalent do you want it to be. You can adjust how many "doses" he can make based off of how easily accessible you want to make it.

If he wants to make more to sell it (He'll need to reincarnate to become Walter the White, lol) then based on the effect decide the base price people would buy it - based on that you can decide how much money the player should relatively have at the stage of the game you're at and calculate how much he can make.
Then as the party levels and gains more wealth offer opportunities to expand the setup to get the ability to create more.
Then, as Pyrus said, you can start involving the law and cause problems endangering the setup. Perhaps you can include a "Soul Badman" npc, lol

For reference to the pathfinder drugs, the Fortitude saves are quite makeable at the levels of the items. For a non-dedicated character about a 50/50.
Quickened basically gives you a 4th action (you normally have 3) but it often specifies what you can do with it - with hype just move.
Stupefied makes you worse at casting and mental saves and Drained gives you a penalty to con and you lose max hp

Consider it a downtime activity, and have him roll an skill check using Alchemist Tools during periods between adventures. Depending on the roll, he gains a certain amount of money, and there may be complications (he's wanted by authorities, a rival producer sets their sights on him, etc.)
