I think I made this a bit too strong, not entirely sure. Is this balanced? Any way to make it balance without removing any attributes entirely?

First Attempt at creating a Legendary artifact
Name: Cursed Bandages of Maglubiyet
Artifact Type: Wondrous Item (Legendary)
Accursed wraps, blessed/cursed from The Mighty One.
These bandages appear and behave as normal bandages, until they come in contact with the chosen goblinoid avatar of Maglubiyet. The chosen goblinoid becomes known as The Chosen Commander.
The cloth wrappings become stained black by the fires of conquest, weather worn on the body or adorned on a weapon. Whether The Chosen Command chooses to follow Maglubiyet or not, great change is always brought upon goblinoid kind.
Effects
Enhanced Bandages:
When worn on the body, on creature choice, will stabilize creature that has 0 hit points, without need to make a Wisdom (Medicine) check. If goblinoid, has 2 charges, every other race has 1 charge. Requires long-rest to replenish all charges
Blessing of Maglubiyet:
Goblinoid creatures gain the following benefits

  • Can use heavy weapons w/o disadvantages
  • Weapons have 5ft extra reach
  • 1 extra martial weapon proficiency
    Holy Weapon Wrapping:
    Creature may use their bonus action to rip a section of the bandages (does not negatively effect bandages) to wrap on weapon. Weapon gains the following benefits
    -Light and thrown properties (Normal range 30ft, long range 60ft)
    -If weapon leaves your hand, it reappears at the end of your turn
    -If you are disarmed by opposing creature, weapon returns instantly
    Effects last until end of combat
    Can use 2/day
    Dominate the Weak
    You constantly emanate a menacing aura while you're not incapacitated. The aura extends 10ft from you in every direction, even through total cover. If a creature is frightened of you, the aura is extended by 10ft for every creature (50ft max.)
    Creatures in the aura, have their speed reduced to 1/4 of their original speed (w/o modifiers)

Curse:
The Goblin Hierarchy:
If the creature who uses this artifact is goblinoid, you can command any goblin (except Goblins who are Chosen Commanders, whose orders overrule this).
IF creature who uses this artifact is not goblinoid, they must pass a Charisma DC saving through (20 + Enemy CR), or be forced to obey opposing creature. Opposing creature must be a goblinoid and must have knowledge of this effect to work.
Destroying the Artifact:
A goblin wearing this artifact must actively repent for their sins for 10 years. While repenting, they feel agonizing burns from the artifact. If no sins were committed, the artifact can not be destroyed.

Here's how I would parse it:

Cursed Bandages of Maglubiyet
Wondrous Item, Legendary (requires attunement to a goblinoid follower of Maglubiyet)

These accursed bandages appear as normal bandages until attuned to. When a creature attunes to this item, streaks of burnt cloth appear on the bandages.

Enhanced First Aid. When making a Wisdom (Medicine) check to stabilize a creature, the user may choose to automatically succeed the check. This feature can be used twice and regains all expended uses on a long rest.

Blessing of Maglubiyet. The user gains the following benefits:

  • Weapons with the Heavy property do not impose disadvantage on attack rolls.
  • Your reach increases by 5 feet.

Weapon Wrapping. You may use your bonus action to rip off a section of the bandage and wrap it around the weapon. The bandage magically regenerates the ripped off section. For 10 minutes, the weapon gains the Light and Thrown property (20/60 ft.), and if the weapon leaves your grasp, you can immediately summon it back into your hand (no action required.)

This feature can be used twice and regains all expended uses on a long rest.

Cursed. The bandages' magical nature is hidden. An identify spell reveals that the artifact is cursed. Until the curse is broken by casting Remove Curse at 7th level, a creature attuned to this item cannot unattune normally. While attuned, the user is under the charmed condition if the creature can see another goblinoid.

Destroying the Bandages. A goblin wearing this artifact must recant their crimes of war for 10 years, during which period they are affected by burning sensations from the bandages. A creature repenting in this way has disadvantage on ability checks and attack rolls.

All in all, I'd say the power level isn't really that high. It's the ability to dual wield greatswords at range, which sounds cool but isn't really that powerful
