#Loading and/or nested layout flicker regression(?) in 14.2.2

here is the same code running on 14.2.1 (first) vs. 14.2.2 (second)
the user block in the image (third) here is a nested layout. in 14.2.2 at 4 seconds you can see the layout flicker/disappear for a moment. this doesn't happen in 14.2.1
the route structure is like the 4th image here

just wondering if anyone else has run into this, as i'm unable to reproduce it in a minimal repro, but it does continue to occur in the latest canary (14.3.0-canary18)
