Menu Keybinds Not Working

All of the menu keybinds (specific keybinds shown in picture) just open up the settings menu (F10). I have already verified the game files via Steam, deleted the keybinds config file, deleted other languages on my Windows system, disabled Steam input, made sure those keys work, reset the keybinds to default, closed all overlays, ran the game as admin, and removed all mods, and the problem still persists. I've basically tried everything. I don't want to uninstall and reinstall the game. What should I do?

Where are you in the game?

Because if you've only just started playing, that's normal. You don't get access to the full menu until you finish the tutorial.
