Does anybody know how to get that cloak with the slytherin on the back? Is there a required level etc?

I think you need to complete ||The Daedalian Key|| side quest. This will reward you with the Slytherin Relic House Uniform. If got it wrong apologise beforehand

I'm not sure about that but you do need to progress to the main story to unlock necessary spells like Alohomora Level 3 which is linked to the ||Caretaker's quest||
