I think a lot if people get confused this quest by thinking u hsve to go in the shop u r not alone, but the shop is just a cart where the vendor, ||Timothy Teasdale, is standing||. If you don't see him try to restart your game and wait to cycle tge time of the day. Also double check you are at the correct location for your current quest.
