Self-explanatory
If not, lets just say no matter how powerful you are, you will always face quest enemies level higher than yours, and none in between.

No. Aside from certain enemies in certain dungeons, enemy levels do not scale to your player level and are instead determined by location. This is part of the reason the coastal half of the map is made harder to get to, since it's lategame

not max but pre trial 2 Im level 36 and during the rescue of Archie I encountered a level 38 boss
