I now their has been mention of this before and everything I can find suggests turning Ray tracing off but I literally have it fully disabled and it still does this with or without it on and altered I get this ungodly bright lens flair in many buildings with windows and some where their shouldn't be any light at all like this. If anyone has any suggestions please help.

Where do you see brightness settings? Nothing in display settings or Graphics settings is called "Brightness" or "Gamma"

They should have left the game in a playable state some people can't even boot the game anymore. Game was more stable on launch for me

@ember egret this is how you change brightness and i would turn off chromatic Aberration i dont have it on and this could mess with lighting im pretty sure

one house was still a bit weird but it wasn't so bright that it blinded me, just one window specifically was really bright

im guessing that's just lighting being weird
hopefully most of the problem is fixed if your on steam try verifying the game files
