I have a Nintendo switch and trying to find Penny and she's nowhere to be found. I asked if there was an update so Nintendo switch users can also play the side quest earlier and others said yes so I've restarted a character just to play it but I can't find Penny to start it. And yes I completed the fire and vice main quest. Can anyone please assist?

you have to complete all main "assignments/tasks" given to you by the teachers and sebastian. basically if its part of the storyline you gotta do it before penny pops up.
