Same issue for me. In the end I just amended the .ini to lower graphic options. I have read about validating installed files with Steam but I've yet to try it out.

Right now, the only fix for this (for Steam users) seems to be reverting to a previous game version

Confirmed. I patched this evening on Steam and it's visible now in game.
