Hello, i dont know why I cant play, the game is like totally broken, I have no graphics settings, and when I try to go in game it will auto close during loading screen

I tried deleting game user settings.ini , engine.ini , deleting everything + verifying steam files
Uninstall the game, but it still the same

I have the same issue regarding the graphics settings along with my game crashing when trying to use the new mods menu, no idea what's the cause

ok now I can load into my game
but I still cant see the graphics settings 
(I just deleted mods folder in the game directory)
