There's a page flying around the Bell Tower Courtyard.

It's somewhat high up near the ceiling. You have to look up to see it.

I'll have to continue and hope its not one thats counted towards the achivement

only the pages with actual images (eg the collection) count

and even then you can miss about 9 in total and still get the achivement

Yeah, the "Collector's edition" achievement popped even tho i didn't get ALL the collections which i think is a slight glitch in the UI

its either a math rounding issue or intentional to not lock you out of the achivement due to a bug
