What the best method of obtaining Wiggenweld potion? do people tend to just buy it or do you actually brew it yourselves? if so how do I find the ingredients?

You'll find them all over the place, usually in chests or dropped by Loyalists/Ashwinders. Brewing or buying them yourself usually isn't necessary unless you're playing on hard mode and/or haven't purchased any potency increases with talent points.

You need to forage for them. They're often found outside treasure vaults and dungeons.
But you're so early into the game you shouldn't have to worry very much about having enough on hand yet

Once you progress a little further, it’s convenient(if not a little tedious) to brew in the ROR. Wiggenweld takes dittany/horklump and brews in 30 secs. You can hold 25 at one time.

They pop up all over the place like after fighting some enemies. Wiggenweld is also fast and easy to make with only Horklump juice and Dittany leaves. It takes like 15 seconds at a potions station.
