Been over a good while now and literally nothing works. Changing settings does not even do anything, reloading a save does not help. It is starting to get annoying now. Someone please have a proper fix for this.

Have you marked the quest? And have you lumosed the picture to activate the moth? Probably have though.
I had to go way back on a saved game to get one in hogsmede like months back.
