Use a spell like levioso. Get a point or two of the capture progress, then temporarily cancel it by using levioso again.
There’s a short timer between each capture point gained so you can just back out to refresh Levioso and repeat until it’s caught

If it's still too difficult, you can switch to story mode briefly for an automatic capture success
whole fossil
use disillusionment, get close enough and use levioso. should give you plenty of time to catch them, at least on normal mode.

I use both levioso and arresto momentum which gives me extra time (I use normal/hard mode)
