ive searched to see when im able to get the spell but i havent gotten the quest yet, ive done all the quests that are required, im almost level 30, what am i missing?

"What To Do if The Shadow of the Relic Doesn't Trigger: The quest has been known to not trigger reliably, so if you've completed both prerequisite quests and you're level 25+ and the quest didn't trigger, access the map screen and wait one day. If that doesn't yield results, save and manually close/restart the game, then wait a day of in-game time via the map wait function."

technically ive done all that already, i already had the prerequisites for some time, and i already used the wait thing to skip one day, and already closed and opened the game many times too
