I also restarted the game and console , and still nothing

1- You're probably in the middle of a quest. Some quests disable floo flames till you complete them.
2- You might be inside a crypt or an underground location where maps are not available.
3- There might be a battle going on at the moment, which will also disable them.

I did, the quest told me to return to the castle and it's not letting me

It forces me into the map once I'm done talking to Sebastián, then won't let me exit

Didn't miss anything, I'm at the final step wear it says return via floo flame and its saying unavailable
