No. Gender, voice, skin tone, and face shape can only be decided in the character creator and manual saving can only be done after the tutorial. All other things (scarring, hairstyle, eye colour, etc.) can be changed at Miss Snelling's, but if you want to change anything else, you need to remake your character entirely.

As for the holiday decoration, I have no idea. I'm seeing Hallowe'en decorations just fine in my game.
