How does owl messages trigger or how many days/quests do i need to get through to get an owl message like from Sebastian about curses after the bloodline quest

Sometimes you get the owl on the next day after you finish the previous part of the quest.
I've found that progressing the time gets you the owl right away.
Go to the map and move the time forward (day to night or night to day) and you'll most likely get the new owl.
