It depends of your advancement. If you're "slow", take your time, explore everything before continue the main quest, it'll takes time. If i remember correctly, the quest for it is in autumn

it relies on main story quest progression to unlock the quest line so really depends i cant really find the pre req quest but lv 16/17/28 recommendation on each curses to give you some idea
