im in the shadow of the mine and have activated all the runes, but it still says activate them all, i already opened the gate but the quest doesnt change what do i do

is it possible to reload an earlier save file?

Try abandoning the quest and doing it over.

That normally fixes it from my experience, but make sure you also have a save file from before the part you're stuck at.
