If you haven't figured it out yet: Highlight any of the Floo flames that are greyed out on your greyed out map. It'll take you to the other side. You won't be able to fly your broom though.

The Coastal Cavern is part of a main quest, right? Can you get through it without doing the quest?

You just need to follow by ground the path to the quest. press v (if you have a pc, to see the path) when you have the quest selected for tracking. you simply follow the road, you will go some camps and then through a tunnel that will let you go to the other side. dont forget to pick up a floo location otherwise you will always have to follow the tunel (if i am not mistaken)
