Whenever I wear a cloak it starts to flail and like breakup and stuff it's weird. Anyone else have this problem?

It could be a pretty nasty collision issue, I would try wearing the most form fitting outfit transmogs you have and then mount your broom and do a nose dive to try and pry it out. It does happen sometimes to me.
