Its sold by Leopold Babcock in the Hogsmeade Valley.

Why not - what's the issue? He's in a few different places - if the one just outside of Hogsmeade doesn't work, try his shop over by Hogsmeade Station

Those are clearly the section of brooms sold by vendors. They just need to find which vendor they haven't purchased from yet.
