Here are my three things to do assuming you're running with windows, steam and NVIDIA and that you have DIRECT X, VCREDIST and The Latest NVIDIA driver installed correctly.

+ RUN THE GAME AS ADMINISTRATOR

right click on the HogwartsLegacy.exe file
properties -> compatibility and check the "run as administrator" check box then press "Apply" and "Ok"
It should look like this

+ SET THE NVIDIA CACHE SIZE TO 10 GB
Right click on your desktop, properties (or "show more options" and then properties if running on windows 11)
then select NVIDA control Panel
On the left select "Manage 3D settings" then on the right scroll down till you find "Shader cache size"
Change this from "Driver default" to "10 GB" press "Apply"

+ SET THE VIRTUAL MEMORY TO SYSTEM MANAGED
on your taskbar search type "advanced system settings" it will show something similar to this (your version might differ depending on which windows you use)
Open it up and go to the "Advanced" tab
Under performance press the "Settings" button
once you pressed the settings button a similar window will pop up go to the advanced tab on the bottom part where it says "Virtual Memory" press the "change" button
then make sure the system isnt using a custom size but have the system manage it, itself, your window should look like this
press ok and apply, restart your PC and then start the game in steam normally, this should but is not guaranteed to fix the issue
