Some infamous foes can only be found during certain side quests or companion quests.
Like the Insatiable Spider

You have to kill the spider in the quest i think it's part of the quest 🙂

You’ll be able to go back in yeah, but you come across any Infamous foe anyway if they’re in a quest specific location
