How do I solve this puzzle?

the handles show as if they are interactable but when I try to pull them nothing happens

I will admit im not at this point yet, but there are a couple of things you can try. First try other spells like wingardium, depulso or confringo, i don't thing this will work but you never know.
Another thing you can try is manually save where you are right now, re enter the era and/or re-starting your game. There is a good chance that the reason your spells arn't working is a small error in the loading of the scene/era. Hope this will help

It’s for a particular companions questline so you’ll have to wait until you get to that point
