Hello, I came across a ramp that is flooded just before the second enchanted door, that seems to lead to a second floor. Of course it is blocked. I noticed an object that looks like I can pull with Accio, but nothing happens. Is this a glitch? or am I supposed to open the gate a different way?

You can accio those open if the yellow sparks inside them are flowing. Look for an ignitable pile of logs under a broiler somewhere in the room, or possibly in an earlier room. Use incendio or confringo on it - it starts the sparks flowing, after which you should be able to accio the handle, turn off the water, and go up that way
