Unknown stairs

Hi all. I am stuck in the cave of a small castle ruins with the impossibility to climb up back to the surface. There is what looks like a staircase or a ramp composed of numerous tiny blue "nuggets" and I don't know the method to make it usable. Thank you in advance.

i think ive fugured it out, do they resemble skulls at all?

yep there were skeletons that I exploded

use accio on the skeleton pieces and bring them to the start of the stairs
