I have been trying to rescue biscuit but for some reason I can don’t have a padlock to unlock it I’ve tried turning off and on and validated files any one got any suggestions

This is a known bug impacting players who removed the lock prior to starting the quest.
Current status according to WB: under investigation.

Yeah I never removed the lock prior to the quest and mine isn’t there either

You can ask someone to edit your save file if you are on PC, all it does is add the padlock to the cage, so you could return to the site, open the lock, and continue as normal. I did that to my save file and can offer help, but again, only works for PC save files.
