I noticed that the level of gear corresponds to the level of your character. Does gear come in any level or is there set levels for certain items. Im wondering because if loot you find corresponds to your level, you cant get gear that is a set level you already passed.?

The gear you get is supposed to be around your level. Some gear under your level, some gear over your level. But each time you open a chest it will be fitted for you. However, if you open a chest with your inventory full, it will not put that item into your inventory but it will lock that chests item to whatever level you are at. So If you level up 15 times and try to open that chest again, it will be 15 levels lower than you

Maybe? There locations which are low level and you will find chests with low level items
Afaik youre not supposed to claim legendary items or the best items in the game on low level areas
As well as you shouldn’t claim low level items to a high level area or main mission (where you normally gets good loot)

What I mean is that I saw a hat i want on a video and the hat was level 17. I am asking if I can get that hat somehow if im level 22. Do gear items have set levels

Afaik yes, you are able to get the hat but idk how. It’s pure lucky
Try go to areas which the level enemies are 17 or around that, maybe in one of the chests in these areas can give you the hat you want
