I'm at a ruined castle just across the river (southeast) of keenbridge. There is a sort sun dial on the uppermost portion of the castle and I'm not sure how to activate it. It glows blue so I know it does something... Any help would be appreciated.

Or is it a circular table with an indent of sorts in the middle?

Came out a little dark for some reason, but hopefully that makes it a little more clear. As far as I can tell, it's just the dial with a raised platform.
